On my 97 4x4 4.6L electronic shift you must stop, put it in neutral first
before selecting 4WD LOW,
i have to say you are wrong about the electronic shift since we have 3 of them you do not have to stop you can still drive and shift into 4x4 on the go with out stopping or shifting into nutral

seems we have gotten away from your question. sorry if i caused that one 
but yea if you have the shifter on the floor, i would have a buddy get under the truck and watch as it tries to shift into 4x4 and see if he can see if any of the external linkage isnt working properly...if nothing seems wrong, maybe its something on the inside of the t-case? idk how those things work i just know that they do

97 F150 4x4 electronic shift
4x4 works, but lately the truck has to be running a while before it engages. I have replaced the solenoids last year not sure what the problem is. Once it has warmed up you can hear the solenoids engaging and disengaging and the lights verify on the dash.
