Idle Control Valve
#3
I just cleaned mine today on a 99 4.6L. My truck doesn't like to idle when it's cold out so I figured it can't hurt to clean it. The gasket cost me a whopping $1.20. I hope it fixes the problem. Good luck.

The idle control valve is located under the throttle body cover. Once you remove the cover (which is 3 bolts) it is located towards the rear of the throttle body (near the firewall). There are 2 bolts holding it down. There is also an electrical connector going into it which needs to be disconnected for removal. I cleaned it by spraying a penetrating fuid into each chamber. I also used some q-tips to wipe out the carbon buildup. I think that it is a good idea to replace the gasket under it also to ensure a good seal. I don't know if it has made a difference on mine yet as it isn't that cold here right now. I expect this week I will find out if it worked. I hope this helps. Good Luck.
